Turning on the laptop

This is what happens when I activate the start button.

Dell Logo flashes followed by Microsoft Home XP Logo then
a black screen and nothing. I end up turning off the
laptop and starting all over again. Usually on the third
try I get to a "Welcome" screen.

The laptop is brand new.

Contact Dell support. If its a brand new machine it is their problem.
