Turning off Windows Security Password

I don't know if this happened from an automatic update, or after installing
Windows Defender but when I start up my computer now it asks for a password.
Also, when I hit Ctrl Alt Del to power off/sleep or to end a non responding
program, I have a new box that has multiple options including end program,
change password, log off. The header for the box is "Windows Security".
Since I work w/ my computer %90 at home I would like to turn this OFF, but
know how to turn it back on if I know I will be using my laptop away from
home.
So... how do you do it?

Enable Welcome Screen by:
Control Panel > User Accounts > Change the way users.... > Use Wecome screen

Start > Run > "control userpasswords2" [without qoutes] > Uncheck "Users must
enter...." and follow steps.

great. when I clicked "change the way users logon" a warning window came up
telling me welcome window was turned off by another program that would need
to be removed in order to reinstate these.
The clever program>> "MrvGINA.dll"

it seems to create a log in screen to fake you out and get you to enter some
of your passwords thinking it's an actual windows security window.

running norton internet security, windows defender, and still this stuff
gets through.

I'm going back to Spybot Search & Destroy!!!
