Turning off tool tips in windows xp

How do you turn off these annoying balloon tips in Windows XP?
I've tried using the regedit and placing a "0" in the DWORD
Value, but that does not work.
Any suggestions?

Hi

If you have tried the following in the Registry and it didn't work:

HKEY_USERS\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced - double click EnableBalloonTips - in the right hand pane - and change the value to zero(0)

Then you can download Tweak UI from - http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp - after installation go to Programs>Powertoys for Windows XP>Tweak UI - then 'Taskbar and Start Menu' - disable 'Enable balloon tips'.

Thanks, I've done both, but the tips still pop up. Very
annoying.
