Markus,
That is what i mean, i cannot shutdown via the start
button,if i place mouse over the turn off switch
(shutdown mode) the screen goes to black and white
colouring, but will not shutdown. I have only had XP
since September and it was ok when we first got it, but
now I can only shutdown computer by using switch on the
processing tower.

I am sorry, but I don't know what you are talking about.
What do you mean with "turn computer off via the monitor"?
The power button at the monitor is only for switching
the monitor on and off, you can not power off the
computer with it.
Which button on the keyboard do you mean? And what is
meant with "have to use the CPU"?
A windows PC should be always shut down by going to
START/Logoff (Switch off) (don't know the English
notation, run a German XP version)
and wait until it is either switched off automatically
or you get a screen "you can now switch off your PC,
o.s.l.t" ,as there are several files and settings that
have to be saved at a shutdown to provide a smooth
startup for the next session.
