I have given up on Outlooks junk mail filter and have installed a third part
filter. I would like to stop completely Outlook 2003 junk mail filter. I have
selected not to filter mail but the folder still grabs a piece of mail no and
again. How can I turn off or uninstall the filter?

I don;t believe you can disable it.

You can't uninstall it but settings it to off and not setting anything on
the Blocked, Safe and additional tabs is a requirement as well.
Depending on your mail environment it could also be that the mail server has
filtered the messages for you and placed them there.
