Turn OFF Unused Icons balloon

Using Windows Classic start menu and desktop settings. A brand new
machine with a brand new user, user logs in and gets nagged three to
five time about "unused icons". Of COURSE they're unused! The user just
logged in for the FIRST TIME!

How do I turn this OFF.

How do I turn this OFF.

does right-click desktop, properties, desktop tab, untick the 'run
desktop cleanup wizard every 60 days' stop it?

Right click the task bar and choose properties, uncheck Hide Inactive Icons.

No, I think the OP was talking about desktop icons, not systray icons.
