How to disable "unused icons top" on a desktop?

Hello.
I'm working in a internet cafe. Each time when new domain user login to
my intranet system the message abut unused icons on the desktop
appeares in a try notyfication area. Where the hell is some registry
key to disable this stupid thing. I was searching but i did not find
anything.

HELP...

NO NO NO!!!
I can not do that, becouse ewery user hase no permition to change it
and even when i'm changing it as a administartor it does no work
becouse user is a domain user, not a local user. So only what i can do
to change some registry key. Which one???

Disabling the option in the UI changes the "NoRun" value here, which of
course is a per-user setting
