turn off the junkmail filter in outlook 2003

Some of my users are getting their emails routed to the junkmail box in
outlook 2003. They are not in cached exchange mode nor are they using OWA.
I want to know if there is a way to turn the junkmail filter off? Thanks,

If the server is Exchange 2003, did the site install the Intelligent Message
Filter (IMF) or run a server side solutions that protects against spam?
