Turn off restore check points keep manual restore points

Regarding system restore points: Is it possible to turn off system
checkpoints and keep only manual restore points and installation restore
points?

Also, since hard drive space is limited for restore points, will manual
restore points get obseleted as the space gets smaller? That is, will windows
replace older restore points regardless of what type it is? I ask this
because I want to keep the manual restore points. The installation restore
points can change over time, I don't care about that.

AFAIK, it is not possible to control Restore Points as you want.

Additionally, Restore Points are deleted on a First in First out basis
regardless of how and why they were created.
You can not keep any Restore Points indefinitely.

The best way to do what you want to do is to image the operating system.
System Restore does NOT do that.

A restore disk?
Do you mean saving the Restore Points to CD?
You can not do that and use them later.
System Restore is not intended or designed to work that way.

Perhaps what you really want is something like Ghost:
