Turn off pop-up descriptions

When using Outlook how can you turn off the pop-up descriptions that appaer
when you "mouse over" an email message. The pop-up displays the same
information such as Received or Sent and the time and date stamp. This is
very annoying when trying to browse email. I have found how to turn this
feature off in using the folder options menu on regular folders. However the
pop-ups still happen not only in Outlook, but also Internet Explorer.

I share your hate of these annoying and obtrusive prompts and was hoping you
would get a reply. Did you ever sort a solution for this?
