When using Exchange, whether or not the auto-responder sends its
message externally depends on how Exchange is configured. I believe
the default is NOT to send the auto-responses to outside senders. If
users are using a rule to emulate OoO then it obviates the setup in
Exchange. If the users are using OoO in Exchange, talk to the
Exchange admin to check if they changed the default setup to have the
auto-responses sent outside the corporate domain.
Outlook is an e-mail client. Ask in an Exchange group on how to
configure Exchange regarding auto-replies, like of Out of Office.
