"TURN OFF" function working improperly

i'm having a problem shutting off the machine. The
machine reboots instead of shutting off. My sequence is
as follows:

1. I click on "start"
2. I click on "turn off computer"
3. I click on "turn off"

the machine REBOOTS instead of shutting down. Is there a
fix for this? Any help would be appreciated.

I'm using Windows XP Home Edition 5.1, Service Pack 1,
build 2600.
