How long has this been happening?

How long has XP been on the system?

Are you using Norton Antivirus on the system. Norton background processes
are notorious for interferring with the shutdown/restart features.

You should be able to power off the system using the power button. Usually
there's a 4-5 second delay with the power button to prevent accidental
shutdowns. Try pressing and holding the power button foir 5 seconds, it
should power off.
