Tuner Not Found HVR-1800

I have a WinTV HVR-1800, "Tuner not found". I also get the receiver service
error when i run the tv setup. I've installed hotfixe , KB936339. I tried
to install 938928 and 929011 but they say that they don't apply to my system.

My tuner came with instructions to setup with Media Center. I'm running
Vista Ultimate and trying to hookup a satillite receiver.

Also my drivers are also up to date.

Any help would be appreciated.
