Tune-up Application Start

I'm trying to automate some tasks. In Scheduled Tasks, "Tune-up Application Start" is already there, invoking "walign". What does it do and how did it get there?

As you can see, the url is very long and wraps in my newsreader. It will
need to be entered into your browser addressbar on one line. Or you can
do what I did: go to www.google.com and enter the search term,
"walign". Scroll down about 6 links til you get the Microsoft url.

Or as the standard form for such articles

Walign was a tool for use in Win95 and 98, which you should not run in
XP - remove the scheduled task
