ts licensing reissuance

At present I am trying to resolve an issue terminal
services licensing.
The license server reports that there are 53 licenses
installed on the server (40, 4, 4, 5)
The pack of 40 and one of the packs of 4 were installed
and licenses were issued before sp3 was installed. The
other licences were applied after sp4. The more recently
installed licenses appear to be fine, each license issued
has a date issued and expiry date. The others only have an
issued date and a hyphen for the expiry date. Since the 40
and 4 pack of licences were installed before we applied
sp3 they do not appear to have the reissuance logic
applied to them as stated in article kb 287687.

So the question I have is can I just reapply the licenses
on the ts licensing server or do I have to
deactivate/activate ts licensing on the ts licensing
server?
The article talks about the microsoft clearing house, if I
have to take that path is there an australian phone number
that I can use?
What is the best and least painful way to have this
problem resolved?
