TS Client Lockdowns

I am running Windows 2000 Terminal Services and have W2k
and XP clients hitting a shared database. I would like
to limit the users' ability to see/do anything but what
he/she needs to do on that TS machine. How can I create
a TS profile? Do I create an OU and dump the users into
that then apply a policy to that OU? Thank you.
