I am trying to send a short video(146mb) as an attachment in Vista windows
mail on Cox. I keep getting "Could not send message. Not enough memory." I
need a simple explanation of this and what I should do. Please.

A 146 MB file is waaaay too large to send by email.
Most email servers have a limit of 2 to 10 MB file size.
A few, like Gmail and Hotmail Plus, have a 20 MB limit.
If you want to send a large file, you can't use email.

Some options are:

1. Use a p2p program, like:
ICQ (http://www.icq.com/download/)
Skype (http://www.skype.com)
Google Talk (http://www.google.com/talk/)

2. Use ftp if you have online space somewhere

3. Upload to a file sharing site, like:
http://www.thelinkup.com (was MediaMax)
http://www.yousendit.com
http://www.dropsend.com
http://www.sendthisfile.com

First zip the video so that it gets as small as possible. Then go to Tools
| Accounts | Mail | Properties | Advanced and check the box that says to
break about messages that are over a given size. Set the size at 2
megabytes (for instance) and then it will send out 73 message pieces (if the
encoded file is 146 megabytes), which the user can then receive and use
Combine and Decode to re-assemble.
