trying to report a problem, cant find where

I am using a computer in a cybercafe.
Internet explorer has been hijacked by a program which
forces it to go to,
"http://209.47.15.67/int/set?type=468-60", everytime
instead of the url which has been typed in.
I am trying to report this problem to microsoft but cannot
find anywhere of this site to report it.
 
fat chance getting help from microsoft ,as they say 'please
refer to you original oem supplier.'try spybot at
safer-networking.org and download ,update, then scan on
easy mode, remove whats found, immunize and block bad
pages, should help.

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
