Trying to install USB modem on Server2k3

I'm trying to install an external USB modem on Server 2003. It says that the
device is working properly but when you dial into the modem it just rings and
never picks up. I've tried the drivers in Server 2k3 and those supplied by
the modem manufacturer(Zoom) for Server 2k3. Is there something I need to
enable to allow in coming dial-up connections?

Something has to tell the modem to answer incoming calls, either the
software issues "ATA" (ATAnswer) or the modem is initialized to
AutoAnswer. IIRC (ATS0=1 for one ring)
