Trying to connecto to wireless network

Not to familiar with wireless networks or how they work... but this is the
problem I'm having. Trying to connect to my brother-inlaws wireless network
at his home. I show available wireless connections and it shows I'm
connected. A strong connection. Though it shows that I'm connected, when I
open Explorer, it doesn't bring up a page. And it asks if I want to work
offline. I'm hoping this is an easy fix, something I just have to enable. I
have a Dell Inspiron 1150.

as well as checking the website does your relative have security enabled for
his WIFi??
The ability to limit who accesses the network is part of the settings of the
router
