Trying to block but not working

I getting very frustrated with this problem. I have some
possibly harmful files on my computer and when I try to
block these start up programs or toolbars I am told that
my settings will not allow me to do this because I don't
have it set as a novice user, but the weird thing is that
I do have it set as a novice user. What am I doing wrong
please help me.
