Truly Persistent F11 Full Screen Mode

I like pressing F11 and using the IE6 full screen mode.

Is there any way to make this truly persistent? I've tried
the recommended registry changes, but clicking on certain
links spawns a new non-full-screen IE session.

Is there any way to make IE6 full screen mode truly persistent?

Windows XP Home Edition SP2
Internet Explorer 6.0.2900.2180.xpsp_sp2_gdr.050301-1519

Registry changes:

hkey_current_user\Console\FullScreen=1
hkey_current_user\Software\Microsoft\InternetExplorer\Main\FullScreen=yes

Some links on web pages can specify the size or the mode of the window that
they open with overides the browsers startup values, so I think the answer
is no. Even kiosk mode will open popups within smaller windows.
