True Defragment of Defragged Files?

Hello,
Could someone tell me how to get a total
defragmenting of "Fragmented" files during the Defragment
process? My fragmented files are represented by the
color "red." Also, how to do I close closable files so
that I can get a better defragmenting without closing
programs that need to be running still while Windows XP
is running?

If you really want to get your disk 100% defragmented (including system
files and the page file), the built in XP defragmenter ain't gonna do it.
Give Perfect Disk a try:

I run it every day and when it's done I've got 0 fragmented files.

defragmentation. Is it thought that a small number of fragmented files
slows processing? Or creates potential recovery problems?

It seems frankly obsessional. I notice it in myself, and Raxco's
advertising is spot on when it promises a "perfect disk."

It's totally obsessive compulsive geekiness. A massively fragmented
file system degrades system performance but getting everything "perfect"
is just pud pulling.
It's for people who have a Felix Unger attitude towards their file systems.
Its like how I organize my socks drawer, all properly folded and ordered
by type, color and how often I use them; with the weather getting warmer
I recently had to move all of my wool socks to the back of the drawer.
