troubleshoot with downloads

I'm having a problem with downloads. It seems that I can
only download two items at a time. I thought I could do
more, but regardless of what or where I'm downloading it
will only allow me to download two items from one
website. Now I can have multiple downloads from multiple
sites but only two per site. Any suggestions?
