I did get some malware on my comp which disabled the firewall and
wouldn't let me turn the firewall on. I "turned it on" but everytime I
checked teh settings, it was off. Making me susceptible to
susceiptible to a malicious client or server process. On investigation,
I had a trojan. To wipe that malware, I wiped my drive and reinstalled
(v quick for me to do, remember to backup your data if it's on the
partition you're wiping).
Your situation is not identical to mine, but may be extremely similar.
If so, some malware has screwed with the windows firewall to force you
not to use it. If that's the case, then I have doubts whether a trojan
remover will fix your firewall or other windows settings- even if it
does remove the trojan. Consider wiping and reinstalling.
