trouble with sign-in security

i have used all the technical help from Ebay and AOL, both
of which are positive it is an Internet Explorer
problem....the problem is after signing in on Ebay, i try
to sell and am continuously looped thru the sign in
screen. i am using Windows 98 with all the latest updates,
eliminated all Ebay cookies , set the security to default
and removed all temporary files. (e-mail address removed) ,
