Trouble with "power saving"

Hi. I'm new to computing and have encountered a problem whilst trying to
install a USB Freeview TV stick onto my Notebook. The Instruction Booklet
says "If you want to install Freeview TV Stick in a Notebook Computer, you
shoul deactivate the "power saving" function...." The trouble is, it dosen't
tell me how! I'd be most grateful for any advice out there. Many thanks.
 
The usb hub under Device Manager has a property adjustment for turn off to same power.
disable it.
