Trouble with Office 2002 XP with frontpage

Hi, I am not to sure what to do and would love if someone could help me out,
my Office frontpage is damaged and am triing to reinstall it, but I am
getting an error message. Tryed both going through the add or remove programs
to try to repair it. As well as if I try to reinstall with the cd!
Then Tryed to download the Windows Installer CleanUp Utility which I am
still getting the same message, "The windows installer Service could not be
accessed. This can occure if your are running Windows in Safe mode. Or if the
Windows installer is not correctly installed" I am positive I'm not running
in Safe mode, and not to sure what to do!
Please help, thank you so much for your time.
