When I click "Add/Remove Programs" in the Control Panel,
Notepad starts and pops the error message "The filename,
directory name, or volume label syntax is incorrect.".
That's it. I checked all the other items in the Control
Panel, they all behave as expected. I tried running
"rundll32.exe shell32.dll,Control_RunDLL appwiz.cpl" as
Richard McCall suggested, received the exact same message.

Thanks for all the suggestions, but I fixed it. I
installed SP4, which installs the new "Set Program Access
and Defaults" item for the Start Menu. It resides on a tab
in the appwiz.cpl applet. This caused whatever was all
messed up to be rewritten to great correctitude.
