Trouble using microsoft powerpoint

Hi folks
Who will come to my rescue? Wanted to open my powerpoint
only to get this irritating error message "this operation
has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator".This
is my personal computer not shared. Thanks.

Does this happen only when you start PowerPoint?
