Trouble shutting down and booting up

My PC frequently hangs up and won't shut down with Alt-Ctrl-Delete or the
power button. I have to actually unplug the computer. Sometimes when I turn
it on, it shows the Windows XP screen but then the screen is blank and I have
to uplug it and power it back up again. Any help would be appreciated.

when the computer reboots press the F 8 key
for more options to override this problem.
if this does not solve your problem, it may be that
the system components may be overheated & you may
have to clean the dust out of the fan compressors.

if this doesen't work then you may have to do a
system recovery which will be F 10 .

Once again, please quote some of the original post for clarity. The OP

While it is possible that going into Safe Mode or Last Known Good Config
might tell us something, it isn't the first troubleshooting step. And
F10 to do a restore only works on Compaqs and HPs and may have nothing
to do with the OP's computer. We know nothing about the OP's computer
so cannot make those assumptions. Also, without knowing more about what
is wrong with the OP's computer, it would be foolish to suggest s/he
reinstall Windows, either cleanly or with a repair install.

To the OP - Can you get into Safe Mode? Troubleshooting steps would
start with:

1) making sure your computer is virus/malware-free. See this link for
instructions:
http://www.elephantboycomputers.com/page2.html#Removing_Malware

2) If the computer is completely clean, do some hardware
troubleshooting:
