trouble sending email using outlook with my web server's email ac.

I am using outlook 2003 and have tried to set up an eimail account from a web
site that I own. I have talked to my ISP(Bellsouth) and they told me that it
is possible to use another email address that is not associated with my ISP.
I thought that they might have a block on the "outgoing mail port 25" but
they told me that was not the case. I am able to receive mail but am not able
to send.
 
Its' not really clear what you are trying to do, but you can't just make up
an email address based on a web site you own, there has to be an email server
associated with the address.
