SMTP error with Outlook 2007

I am having issues sending email via Outlook 2007. I am currently able to
send and receive email with my ISP, and a third party email. I have been
told that I can setup Outlook to send and receive my company email as well.
I can receive email on this address, but I cannot send.

What I get is this error message:
Task 'Perfect FHA - Sending' reported error (0x80042109) : 'Outlook cannot
connect to your outgoing (SMTP) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'

I have used telnet to mail.server.com and connected on ports 25 and 110
I have used telnet to smtp.isp.net and connected on ports 25 and 110.

My ISP says that they do not block any ports.

Incoming and Outgoing servers are the same for the email I am having issues
with.

While the isp may not block ports, they may also require all smtp
connections through their system. Or the company SMTP server name is wrong.
Did you confirm it with your admin that both pop3 and smtp use the same
server?

Yes, I have confirmed that. What would the ISP require of all smtp
connections through their system?

Make sure your authentication settings and encryption type if any is set
right according to your companies SMTP servers requirements.

Forcing users to go out through the ISP's SMTP server gives the ISP some
control over potential Spammers using their network.
