Trouble Safely Removing USB Device

When I try to eject my USB device, I get a message telling me "Windows can't
stop your 'Generic volume' device because it is in use." It tells me to
"close any programs or windows that might be using the device, and then try
again later." But I can't find anything that is using the device. I don't
have any windows open. I spent some time online and found a lot of people
with the same problem using Vista, but I couldn't find any solutions. How can
I get it to properly eject?

Same problem here. Until I find the solution, I'm using a work around of
logging off then log back on. I can then safely remove hardware.

An update: I looked through the information on this page and didn't find
anything that helped, although there were several items that seemed close. I
managed to safely remove the drive while I was in safe mode, but still would
like to find a real solution for the problem. It is a pain having to go
through the log off or restart each time I want to use the drive.
