what is required to read a multi-session dvd?

It was created by Nero express 6.6.0.4 bundled with the DVD writer.

The PC in question is running XP Pro Sp2 with all the latest critical
updates but no highmat driver. Right now it seems to treat it as blank

Suggest you read the help files bundled with the Nero software.
You must understand UDF, multi-session, and finalization.

check and see if there is a firmware upgrade that fixes the problem. I have
a Benq 1620 and tech support came out with 10 versions of firmware to fix
various problems just for that device. Here is the exact symptom you
mention: http://tinyurl.com/l6dr5

There are two places to check for firmware

go to their forum, look for hardware and spot your burner. this is a
good place for beginner

a much bigger collection of firmware is here but you got to know what you
are doing

Suggest you read thru Nero's documentation as mentioned by BadDog before
upgradeing firmware. There is always a possibility that a burn can go wrong
and you will be left with a non-working unit. Double check your model # at
both those sites and read the release info. If it does not seem to apply
then dont install. You might want to make sure your old firmware is listed
as downloadable in case you got to go back.

thank you all very much . much appreciated.

Nero did warn about non XP PC having trouble with reading multi-session DVD.
But I was surprised by this result as I did not explicitly ask for
multi-session but Nero offered the option and I took it. In retrospect I
should have cancelled and changed the option
