Cannot read any CD on a DVD drive

On 2 computers (Dell and IBM Thinkpad) running Windows XP Pro Service Pack 3
I installed Nero 7 from a CD and after rebooting the computer I can not read
any more CDs but still able to read or write DVDs.
Then I uninstall Nero but the problem persist.
I also try Installing Roxio creator and it get worst, I could not even see
the DVD drives, so I have to delete the Lower and Upper Filters from registry
(fix recommended by Microsoft)

Anyone have a solution for this problem, I mean how I can read CDs again
without reinstalling Windows?

I tried system-restore rollback to before Nero installation, but it didn't
help.
I use also a "Clean Uninstall Tool from Nero" and it removed everything from
Nero but I still not able to read CDs

In order o check to see if the drive will read CDs, I would consider
trying to boot the PC with an XP install CD (not recovery CDs.) This
should confirm that the drive can read CDs without any interference
from Windows. Just stop before you select to install Windows
