Trouble Re-Installing Favorites (bookmarks)

I have recently re-formatted my system, and installed Windows XP (coming from Windows ME, but still using Internet Explorer 6). Before wiping everything, I made a copy of my 'Favorites' folder in the Windows directory. I am now having trouble re-installing my Favorites. I have tried replacing the folder in the windows directory. I have tried the import feature in Explorer (which seems to be trying to do all of the bookmarks on an individual basis). Nothing will work. Any suggestions?
 
First, if you didn't export to a single file, the you cannot possibly
import.

As you only made a copy of the folder, then copy the contents (not the
folder itself) from the saved Favorites folder to the new Favorites
folder.
There is no point replacing the Favorites folder in the Windows folder
as XP doesn't use it there.
Favorites location in Windows XP if installed on C:
C:\Documents and Settings\logon_name\Favorites
