trouble publishing web

When I try to publish my web pages I get an error that
sates as follows:
Server Error: The server extensions were unable to access
the file 'C:\Documents and Settings\Clifford\My
Documents\Old Douments\Front Page
webs\mcallister\_vti_pvt\service.cnf'. Please check the
file permissions.
Could someone tell me what this means and possibly how to
fix the problem?
