vti_pvt shared border server error

Hi, I'm working to get all of my shared borders to come up. When I went Format - shared borders and attempted to tick where it says to include all pages I recieved an error message.
"Server error: The server extensions were unable to access the file "C:\my webs\_vti_pvt\service.cnf". Please check the file permissions."

Does anyone know what this means and what in the world do I do to fix it? Basicly some of my shared borders are showing up and some aren't.

Make sure you have permissions for that file/folder and that it is not writeprotected.

The reason why I ask is because I have this scary feeling that the file isn't there anymore. I can see all of my borders clear as day within frontpage but when I preview in browser they are gone. The information is not transferring somewhere.
Can these be reset? Do you think that would help?

No it should not be read only
- none of the files under _vti_pvt (or you FP web) should be read only
(remove the RO attributes in Windows Explorer)

I did take the read only attributes in Windows Explorer. Although it did help with the error message it did nothing for fixing my borders. Presently I have top and left but the bottom is missing. My website is not published so I have copied my index page HTML below. Any idea as to what could be the problem? I'm at the end of my rope with this thing.

Shared borders and Include Pages are design time tools w/ the content (inside the <BODY> tags) of the Shared Border or Include page
"embedded" or included as html in your pages when you save any of the file(s) using them (or save the borders / include pages
themselves)

FP converts your page(s) to a series of tables to include the Shared borders, (which are really just a special case of Include
pages)
But FP can not build those tables if either your shared border page content or main page content has illegal html or broken tag
pairs
- usually due to missing </body></html> tags, or unmatched table / cell tags (unclosed table / cell tags), or some other unclosed
html block element in your page

If you can see them using File Preview in Browser they will publish in as part of your pages

If you can't see them using File Preview in Browser, it's because FP can not build the included content tables, so you need to
validate and correct your broken html

In your case you have severely malformed html w/ bad html tags all over the place
(too many head sections, too many redundant scripts, etc)

I had a problem with the "service.cnf" file and it turned out that I had used
more webspace than allotted. I had to delete some old files from the server
webfiles ("Manage your Personal Webspace") and then I could publish again.
It took multiple calls to the server to figure this out. In FrontPage, my
reports did not show me near the 10MB limit.

Check with your host to see if they are also storing log files in your site.
