The profile may be corrupt. If this is XP Home, restart in Safe Mode to
log into the Administrator account. Create a new account and verify that
that one works properly. If it does, migrate the files and settings from
the corrupted profile to the new one.

You may, or may not, be able to use System Restore to fix the existing
profile, but you may well have to do that from Safe Mode, again from the
Administrator account.
