trouble installing a software

This doesn't happen to all the software that i try to install. But when it
happens, i really don't know what to do! i've tried things that it might help
to work but nothing seems to be doing the right thing. So, i really need a
help!!

When i put the software, it seems that it's working. i click on the "click
here to start install" button and then what happens is that a small window
pops out and saids:

"The Window Installer service could not be accessed. This can occur if you
are runnning Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance."

i really need a HELP!!
