trouble formatting cd-rw - help !!! please ...

hi - every time i try to format a 700 mb cd-rw using roxio east cd
creator 5.3.4 sp 8 basic it take longer than usual (1 hour instead of
the usual 40 minutes) and the newly formatted disks have 115 mb of
space used and the rest free. before this problem occurred i used to
format in 40 minutes and get all 700 mb free when format was complete .

It could be possible that the CD-RW's you are trying to format have been
damaged, or scratched, or even worn out to the point that the drive can not
properly format them.
Try inserting a brand new CD-RW and formatting it and see if it is still
having the problem.
