Trouble emptying compressed old files

When I use disk clean up, the 'compressed old files' does not empty itself
completely. If I go into options for them and change it to say 5 days instead
of 10, then it just changes the amount that are compressed, but still does
not empty completely. Any ideas?

Some of the compressed files could be part of Windows File Protection
(system files)
