Trouble deleting jpeg file

I am unable to delet a .jpeg that is linked to an internet site. Explorer
crashed every time I try. I also believe it is linked to IE crashing a lot
of times. The file is located in my temp internet folder. I have shutdown
my connection and tried without any luck. I tried to go through DOS but i
get a command prompt telling me that it cannot find the folder. Any ideas.

This did not work, while deleting files the window crashed

open a command prompt and issue the command chkdsk /f

you will need to reboot. if there are logical errors on the drive...that
should correct them
