trouble deleting files

hi i am having trouble with 2 XP pro machines not deleting
files intermitenly

i get an error after a few minutes to say that it cannot
delete the file. it is being used by another person or
program. close any programs that might be using the file
and try again . this happens even just after bootup and
nothing else is opened. i have reinstalled SP1 and stop
most things in the startup folder

is there any way i can stop this error from happening so
that the guy doesnt have to keep doing the solution
