Trouble deleting files

Would someone please help me with the following problem.

I get the followign message:

Cannot delete <FileName>: It is being used by another
person or program.
Close any program that might be using the file and try
again later.

No other user or program is using the folder. I have
restarted twice, but still get the same message. I am
using Windows XP Home, and have all the updates.

Where can I find what is locking this file?

Hi,

If it's a multimedia file, try opening the media player and removing it from
the playlists first. Otherwise, see this from MVP Kelly:
