trouble accessing control panel

I just installed xp pro on my computer along with other programs that i use.
I have done the same setup many times on various computers. This time I am
recieving an error when I try to open the control panel. It says "This
operation has been cancelled due to restrictions in effect on this computer."
Can anyone point me towards the problem?

Unfortunately I did not have the chance to try your solution. I installed
service pack 2 last night and everything was back to normal. I did check out
the link though, and it made complete sense, so I believe that was my
problem. Thanks for your help.
