trojan maybe? help please

i keep getting a blank box that pops up and i try to drag
it in my norton trash can so it will block it but it
still keeps popping up. the address that shows up in my
norton trash can when i drag it there is:
www.belgiandip.com/go.php?/= i tried doing some research
on the interbet about this and i think it might be a
trojan. how do i get rid of this? i have spybot and ran
it but that didn't fix it.
