Disable the System Restore, Run Virus Scan, Enable System Restore, Restart

System Restore
Right Click My Computer>Properties>System Restore>Check Turn off System
Restore

also open avg from your start menu, click program in top left, go to the
virus vault. delete any infected files that avg is storing

I have the same problem, AVG just doesn't seem able to
remove it. Not only that, but I have something called
PSW.Perfect.A, B, and C also in the same folder. Now I
can't even open the folder because it says I don't have
access to that folder.

The System Volume Information folder is a system folder. And you cannot remove individual files from it. This is where the information for your System Restore Points is stored.

Go to Control Panel, System, System Restore. Turn off System Restore. This flushes out all of the restore points (no, you can't choose which one to delete). Then turn it back on and update your antivirus software and keep it updated.
